Anatoliy Kinakh: Effective privatization is possible only given investor’s trust

Strategic privatization and all its aspects cannot be subject of political issues, and in the course of privatization processes the effective protection of rights of the owner and the investor should be guaranteed, People’s Deputy, Party of Regions parliamentary faction vice-chairman Anatoliy Kinakh outlined.

He marked that the present privatization processes reflect contradictions between the presidential and parliamentary power axes, which are based not on accomplishing the national tasks, but on the attempts to get additional access to resources and reach short-term political goals. He reminded that the Constitution stipulates to conduct privatization on the basis of a state program in the status of a law passed by Parliament. There should be established and ratified a range of measures for pre-privatization preparation, maintaining the transparency requirements, openness of procedures, equality of domestic and foreign investors.

According to Anatoliy Kinakh, unpredictable privatization policy, permanent conflicts in this field have already caused the loss of investor’s trust, including the prospects to assert their rights in Ukraine legally. “Even if we imagine that all the contradictions were removed within a short period, investors are already alarmed, even greater than they were a few years ago, when the government announced the probable re-privatization. Effective privatization is possible only given investor’s trust”, he considers.

The politician pointed out that such state of affairs gravely worsens the investment climate in Ukraine whilst the economy needs investments to carry out energy-saving programs, modernization and updating capital assets. “We worry about the necessity to implement all measures for preparation and conducting EURO-2012 in Ukraine”, – he said. – “In fact, roughly 80% of all the expenses have to be borne by private investors, and to this end Ukraine should actively work in order to improve the investment climate”.
